The North Carolina Department of Military and Veterans Affairs operates 5 full-service veterans homes with a goal to provide high quality care to care to veterans.
DMVA is seeking applicants for a Veteran's Service Officer position for our State Veterans Nursing Home located in Fayetteville, North Carolina.
Position responsibilities include counseling and assisting veterans and their dependents with admission to the NC Veterans Nursing Home in Fayetteville, NC.
File claims on behalf of the veterans for benefits with the United State Department of Veterans Affairs (USDVA or VA) and other Federal, State and local government agencies.
In performing these duties, the position will coordinate with the Department of Social services, doctors, lawyers, and other professionals in the development of documentary evidence to support claim.
Position also requires advising Program Manager of potential problems affecting the State Veterans Nursing Home daily operations.
Position also requires travel to counties, districts, public appearances, as well as interacting with veterans' organizations and federal officials.
Work will require extensive knowledge of Title 38 CFR, M-21, and NCGS 165.
Individual should possess the ability to act as a veteran's advocate by first assessing the veterans needs, and the taking appropriate action to file all available benefits on their behalf.
Position is located in Fayetteville, NC (Cumberland County).
Knowledge, Skills and Abilities / Competencies Ability to gather supporting documentary evidence and presenting claims for benefits before the U.

Department of Veterans.
Ability to act as a Veterans Advocate.
Must possess interviewing skills, interpersonal skills, and the ability to listen to and understand the veterans needs.
Thorough knowledge of State and Federal laws, rules and regulations pertaining to veteran's services and benefits and functioning of the Veterans Administration.
Ability to recognize the needs of veterans and their dependents, determine the course of action to be followed, and pursue action to a justifiable conclusion.
Ability to establish and maintain favorable working relationships with other members of the department, other government agencies, service organization and the general public.
Some knowledge of the human anatomy and the effect of disease and injury to the body as well as some knowledge of human psychology.
Strong customer service skills.
Demonstrated experience working with Microsoft Office.
Management Preferences:
Knowledge of Title 38 CFR, M-21, and NCGS 165 Minimum Education and Experience Requirements Bachelor s degree from an appropriately accredited institution and two years of experience in veterans services, human services or related managerial or administrative work; or an equivalent combination of education and experience.
Necessary Special Requirement Must be an honorably discharged veteran who served on active duty in the armed forces during the period specified in Section 101, Title 38, U.
S.
C.
, and as required for membership in certain veterans organizations.
This requirement authorizes Veterans Service Officer employees to examine the Veteran Military files which are classified confidential and does not imply knowledge and skills needed for performance of work.
Must be accredited with the US Department of Veterans Affairs, NC Division of Veterans Affairs within six months of hire.
