69Position Overview This position is being reposted and previous applicants are still being considered and do not need to reapplyThe primary purpose of this advanced Environmental Health position is to protect and promote public health through education, consultation, investigation, inspection, and the enforcement of applicable laws and regulations in the areas of public swimming pool plan and reviews and inspections, large septic system inspections and paperwork audits, migrant camp septic inspections, migrant camp water samples, and migrant camp reports to the State, meth lab cleanup inspections and reports, well complaints, sewage complaints, site and soil evaluations and inspections, and potable and agricultural/irrigation well supply inspections.
This position will also assist in rabies clinics, solid waste complaints, vector control complaints, demolition inspections, solid waste inspections and permits, and tattoo inspections and permits and inspections located in Cumberland County.
Examples of Duties Duties for this position include, but are not limited to:
Site and soils evaluations for new and malfunctioning on-site wastewater systems.
Inspection of all on-site wastewater system installations.
Swimming pool evaluations for new and existing facilities.
Observe the grouting of private potable wells and collect water samples from private wells.
Field investigations of complaints regarding on-site wastewater and private water supply wells.
Education and consultation with individuals regarding all aspects of on-site wastewater systems.
Migrant camp compliance evaluations and all pertinent documentation.
Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director.
Minimum Qualifications Two years of experience at the Environmental Health Specialist level in a health department.
Necessary Special Qualifications - Registered as a Sanitarian by the N.
C.
State Board of Sanitarian Examiners.
Degrees must be received from appropriately accredited universities.

Knowledge, Skills and Abilities Considerable knowledge of environmental health laws, rules, and procedures, as well as complete understanding of the concepts of public health law.
Considerable knowledge of microbiology, biology, chemistry, food science, epidemiology, soil science, entomology, and basic engineering technology as applied to environmental health practices.
General knowledge of the responsibilities of other agencies relating to environmental health and community resources.
General knowledge of the interrelationship between socio-economic factors and environmental health concerns.
Considerable knowledge of the design of on-site waste water treatment systems, protection of water supplies, food sanitation, food borne diseases, communicable diseases, vector control, solid waste management, and institutional sanitation.
Extensive knowledge in area of specialty.
Ability to analyze and comprehend a wide variety of technical and administrative regulations, records, and reports.
Ability to exercise sound judgment and deal tactfully with a wide range of public contacts while enforcing public health laws and regulations.
Ability to motivate and educate business and property owners and the consuming public in matters related to protecting and promoting public health.
Ability to present formal environmental health training programs.
Ability to develop and express ideas and opinions concisely, comprehensively, and clearly in oral and written form.
Ability to independently plan and schedule work activities and perform assignments.
Ability to apply environmental health knowledge and techniques in the investigation of environmental health problems.
Ability to coordinate work in a specialized program area.
Ability to plan and implement education programs.
Ability to work with others in solving the more complex environmental problems.
Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record.
