73Position Overview This position is being reposted and previous applicants are still being considered and do not need to reapplyThe primary purpose of this position it to manage the satellite Environmental Health office located at the Historic Courthouse.
This position must supervise and is responsible for the following programs in Environmental Health:
On-Site Waste Water, Public Swimming Pools, Private Water Supply, Tattoo Program, Solid Waste, Vector Control, Demolition Program, Rabies Program, Meth Lab Clean Up, Public Health Nuisance Complaints and Migrant Camps located in Cumberland County.
Examples of Duties Duties for this position include, but are not limited to:
Perform field work with personnel and review work completed to ensure consistency of work throughout the section.
Determine staff training requirements and establish on-the-job and in-service training programs.
Assess needs, develop cost projections, and prepare budget requests and supporting information.
Counsel, discipline and evaluate personnel as the needs arise.
Assist other staff members with inspections, swimming pools, migrant camps, solid waste, soil remediation, private water supply, staff training and those pertinent complaints related to each program.
Site and soil evaluations for new and malfunctioning on-site wastewater systems.
Evaluation of on-site wastewater systems for reuse and change of use.
Education and consultation with individuals regarding all aspects of on-site wastewater systems.
Work with Environmental Health Specialists and Legal Department in all legal matters in Environmental Court.
Consult with County and State staff, as well as, Government officials.
Mediate between staff and the public.
Convey information to media outlets when needed.
Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director.
Minimum Qualifications Three years of experience in professional environmental health work at the Sanitarian level or above in a health department, with one year preferably having been in an administrative, management, or supervisory capacity.
Necessary Special Qualifications - Registered as a Sanitarian by the N.
C.
State Board of Sanitarian Examiners.
Management Preference:
Must hold current authorizations in On-Site Waste Water and WellsDegrees must be received from appropriately accredited universities.

Knowledge, Skills and Abilities Considerable knowledge of environmental health laws, rules, and procedures.
Broad knowledge of office administration and management to include personnel policies and procedures and the budgetary process.
Comprehensive knowledge of the duties and responsibilities of a sanitarian.
Ability to function as a sanitarian.
Ability to plan, implement, supervise, and administer a county environmental health program or a section within a large environmental health department.
Ability to exercise sound judgment and deal tactfully with a wide range of public contacts while enforcing public health laws and rules.
Ability to motivate and educate business and property owners and the consuming public in matters related to protecting and promoting public health.
Ability to work with others in solving the more complex environmental problems.
Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record.
Background check and negative drug test are required.
