The following are the duties of this position at the full working level.

Advises managers and executives in critical, sensitive or confidential matters, including personnelmatters and is proactive in anticipating needs and trends.
Consults with senior management andexecutives within the business function, and at higher levels within the agency on criticalorganizational and management issues.
Guides the practice areas in planning, organizing, and/or leading all phases of multifunctional effortsto evaluate plans and proposals for projects involving broad areas of work processes, operationalpractices, and integration between various functional areas.
Projects and studies involve providingtechnical expertise, directing the analysis and evaluation of plans and proposals for projects,providing implementation support, assessing accomplishment of program and management goalsand objectives, and prescribing or formulating new or revisedpolicy.
Counsels management in assessing impact of new or modified program requirements.
Identifiesresources required to support varied levels of program operations.
Identifies trends and anticipatesany adverse impact on budget and/or work plans.
Develops innovative solutions, documentsfindings and conclusions, and makes presentations.
Assigned to multiple projects and programs simultaneously.
Functions as a resource in certain technical areasof expertise.
Collaborates and coordinates with other experts, and/or specialists throughout LB&I and the IRSto leverage and expand expertise and ensure consistent application and interpretation of regulations withinthose areas.
Reviews, analyzes, conducts in-depth analysis, identifies problem areas and/or develops plansbased on analyses and reports and makes recommendations relating to the project.
Conducts studies of employee/organizational efficiency and productivity, and recommendschanges or improvements in organization, staffing, work methods and procedures.

Telework Eligible Positions:

Employees must meet and sustain IRS telework eligibility requirements (e.

, reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program.
Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
A 1-year probationary period is required (unless already completed).
Obtain and use a Government-issued charge card for business-related travel.
QualificationsFederal experience is not required.
The experience may have been gained in the public sector, private sector or Volunteer Service.
One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
GS-13 Level:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes:
Experience with project assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations.
Experience with a wide range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations; Experience with communicating both orally and in writing.
ANDMEET TIME IN GRADE (TIG) REQUIREMENT:
You must meet applicable TIG requirements to be considered eligible.
To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.
Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
ANDTIME AFTER COMPETITIVE APPOINTMENT:
By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
