The Boiler Plant Operator utilizes manual and automatic controls to operate multiple utility systems on a continuing basis in accordance with State and Federal regulations and will function as a critical and integral part of the safe and efficient operation of the boiler plant and associated energy systems. Duties include but are not limited to:
The Boiler Plant Leader is responsible for coordination of work schedules and work assignments for all Boiler Plant Operators. The incumbent is responsible for all Boiler Plant operations and repairs. The Boiler Plant Leader performs all the duties of a Boiler Plant Operator in addition to leader responsibilities. The Boiler Plant Leader is part of the regular work schedule for all operators and is routinely assigned shift responsibility. The incumbent shall operate, regulate, and maintain the Boiler Plant Unit of the Utilities Section of Engineering Service. He/she is assigned shift responsibility on a regular and recurring basis, and must safely and efficiently operate high pressure automatic gas and oil fired boilers and all associated auxiliary equipment, instruments, electric/pneumatic controls and measuring devices in a steam generating plant. Incumbent must operate all equipment to ensure the boilers produce and control the amount of steam needed to meet the stations demands by constant observations of pressure gauges, flow meters, and recording charts. The incumbent, being the operator in charge, has the responsibility to decide whether to shut down operations or attempt to by-pass problems until corrective action can be taken, and if the equipment still in operation can handle the load. Incumbent performs routine maintenance and repair to all boiler related equipment such as:
repacking or replacing valves, cleaning D.A. tank and surge tanks, repairing or replacing chemical feed pumps and tanks, replacing fan belts, changing oil in compressors, replacing fluorescent lights, mercury vapor lights and all indicator lights used in the boiler plant when necessary. Incumbent must possess the skill and knowledge necessary to disassemble, inspect, rebuild, reassemble, and test all boiler plant main machinery such as:
feed pumps, condensate transfer pumps, H.P. air compressors, fuel oil service pumps, and the three boilers internally and externally. Incumbent is required to make hourly checks of all operating equipment, recording pertinent details and must make independent operational decisions and judgments, such as adjusting combustion controls to meet air quality requirements, troubleshooting problems, making repairs, and to make adjustments to electronic or pneumatic controls when necessary to ensure maximum efficiency and safety. Incumbent monitors a remote computer terminal DDC display unit, which provides critical point alarms and data from the BAS System and all auxiliary units. He/she monitors the national weather service radio and takes the necessary action as required following the station emergency preparedness plan in sounding the emergency horn located atop of building 11. He/she monitors emergency alarms for various systems and is responsible for calling in appropriate personnel as per nature of the emergency alarm. He/she monitors the fire alarm system and is responsible for notifying the proper personnel. Incumbent monitors emergency generators that supply auxiliary power to the hospital. Incumbent reviews plant operations with the view of improving operations and safe boiler operating techniques and economy. He/she is responsible for assuring and understanding the observance of rules and regulations concerning safety, fire, conduct, OSHA standards, storage and handling of hazardous materials, and care of equipment. The incumbent will follow the written instructions supplied by the supervisor or by the operator in charge on the previous shift. The incumbent is responsible for relaying instructions to the next shift operator including problems encountered and action taken. The incumbent has the responsibility to determine what work must be done and has the authority to approve overtime or to call in the necessary maintenance personnel. Within 6 months of hire,the incumbent will be required to complete the Safe Steaming Course which is a VA safety device testing program mandated to all BPO's. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions:
The position requires a considerable amount of standing, stooping, bending, kneeling, climbing, lifting and working in tiring and/or uncomfortable positions. The person in this position may work from ladders and scaffolding. When operating equipment, the worker may be under a great deal of strain from constant reaching, bending, turning, and moving of hands, arms, feet, legs, and by the vibration and jerking of the equipment. The worker carries, lifts, and handles parts and equipment weighing up to 90 pounds.The work is performed inside and outside with exposure to all kinds of weather. The work area may be dirty, wet, dusty, and greasy, with inadequate lighting, heat, or ventilation. The worker is subject to cuts, abrasions, irritation of eyes, skin and respiratory tract, and the hazards of operating power tools and equipment. Discomfort may be encountered with wearing protective clothing, gloves, or eye goggles or while working in confined areas such as crawl spaces and attics.
