Program Analyst

MAJOR DUTIES:
The incumbent is in a staff support capacity as part of the Managerial Cost Accounting System section. Analyzes existing automated and manual systems to determine the types of workload information available. Provides technical assistance to the MCA Site Manager by assisting in the accumulation of statistical data, the assembling of the data, and reviewing the data for completeness and accuracy. Incumbent may have to develop or modify existing automated systems to integrate cost data with clinical workload information, e.g., the incumbent is responsible for downloading bi-weekly payroll data from the Veterans Health Information Systems and Technology Architecture (VISTA) PAID on-line system and transferring this information to a relational database. This data is then incorporated with clinical workload information that is also contained in the relational database. Interfaces daily with services, line supervisors, and administrative personnel in order to keep current on any changes in medical center functions which may affect the MCA Program. Incumbent ensures that a comprehensive intermediate product workload capture system is installed and in place. This includes reviewing Event Capture processes and working with appropriate staff to take corrective action to ensure that all patient encounters and services provided are recorded in the facility's databanks. Accuracy of this data will not only help to support MCA but other reports such as PIMS, PCE, and PTF. Performs reviews costing, staffing, health systems, etc., and presents recommendations concerning these areas to the MCA Site Manager. Under the direction of the MCA Site Manager, prepares and gives oral presentations on the objectives, phases, and status of the MCA Project to VA medical center personnel. Under direction of MCA Site Manager, establishes reporting requirements and assumes follow-up responsibility for special studies and projects. Analyzes cost and utilization trend data to identify problem areas, provide objective assessments, prioritize identified problems and recommends appropriate actions and/or alternatives. Assumes responsibility for obtaining knowledge and skill necessary to maintain currency in this position. Serves as primary alternate for the processing of employee travel obligations, employee travel claims, including contact with the government contracted travel agency. Promotion Potential:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
information management, financial analysis, resource and cost estimation, analytical reasoning, and administrative process and policy expertise. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., that is related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. You will be rated on the following Competencies for this position:

The work is primarily sedentary. Typically the employee may sit comfortably to do the work. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
