Diagnostic Radiologic Technologist (Assistant Quality Manager/PACS Administrator)

The incumbent assists the PACS Administrator in providing guidance, instruction, maintenance and troubleshooting services in the daily operations of the medical center's centralized Radiology Picture Archive and Communication System (PACS). The incumbent helps to provide support in the operation and management of digital image acquisition, processing, storage, and display systems within the Fayetteville VAMC. Works under the direction of the Imaging Service Manager, or Chief of Imaging if supervisor is absent. Coordinates work with local and distributed IT analysts and Biomedical Engineering personnel, as well as with users of digital radiographic images throughout the Medical Center and remote sites of care (VA sites throughout VISN 6) as applicable. Functions at least 75% of the time assisting in higher-level duties in support of the services of Imaging Technologists, Radiologists, Cardiologists, Orthopedists, and Urologists in the areas of Diagnostic, Computed Tomography (CT), Magnetic Resonance Imaging (MRI), Interventional Radiology (IR), Nuclear Medicine, Mammography, and Ultrasound. The incumbent will have responsibility within their primary modality to perform imaging as the need is determined by either the Service Chief or the Imaging Service Manager. Under the direction of the primary Quality Management Tech/PACS Administrator, the incumbent researches and or/analyzes problems, issues, or program requirements supporting the functions of a digital imaging system. Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations and a plan of action to solve problems. Participates in managing, troubleshooting, and manipulating data flow across the PACS, voice dictation, mammography reporting (MRS) and Veterans Health Information and Technology Architecture (VistA) Imaging Systems. This includes, but is not limited to, imaging modalities, diagnostic workstation installations, upgrades & troubleshooting, image archive, network and cabling, voice dictation, HL7 messaging, technologist, student or physician mis-registrations. Uses standard approaches to perform a variety of duties related to digital image support issues. Performs daily support in PACS operations when needed. Along with the primary QM Tech, plans, installs, tests, and implements PACS and related systems including application systems, networking interface software and system administrative software. Corrects inaccurate report entry in the Patient Data Files when necessary. Deletes VistA DICOM images when required due to corrupt images or poor quality. Performs DICOM correct/image QA activities to ensure integrity of patient file and database. Incumbent serves as the secondary custodian for a large Memorandum of Understanding with the VA National Teleradiology Program (NTP). Incumbent provides first line technical support for failure of digital exam transmission to the NTP, as well as problems that may arise with CPRS and VistaRad software that preclude exam interpretation. Coordinates activities with ADPAC VistA Imaging manager, Biomedical personnel assigned to Imaging Service, VistA Imaging users, IT, and. support personnel on computer-related matters to ensure that all issues are adequately addressed and interface activities are conducted as effectively and efficiently as possible. Communicates timetables for and provides support during scheduled and unscheduled Imaging IT down time. Maintains communications with vendors, VistA Radiology developers and other sources to ensure that working technical knowledge is always current. Conferences, seminars, and periodicals provide references for technological change. Keeps abreast of image-related computer software developments and applications packages throughout the VA and the community as well as current developments in operating systems, imaging systems, data base management systems, and equipment related to hardware used by the VistA Radiology and commercial PACS systems. Responsible for collecting, compiling and/or tracking statistical information and preparing complex data/reports related to the administrative, clinical, and technical aspects of the program for submission to the Imaging Service Manager and/or Chief, Imaging Service. Participates in performance improvement activities related to the program quality improvement process; and offers performance improvement advice to program staff. Provides reports related to Imaging Service as requested by the Chief of Imaging and/or the Imaging Service Manager. Tracks achievement on performance measures, goals, and objectives; receives and processes documents and reports in accordance with established procedures. Work Schedule:

United States Citizenship. English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R). Education. Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate's degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from schools accredited by the ARRT and certification by the ARRT in radiology. Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation, and is accredited by an organization recognized by the Department of Education, and be certified as radiographers in their field. Diagnostic Radiologic Technologist, GS-9 This is the full performance level of this vacancy. In addition to meeting the basic requirements for appointment above, the following criteria must also be met for the Grade 9:
Experience. At least one year of experience equivalent to the next lower grade level (GS-8), directly related to the position being filled that demonstrates the clinical competencies described at that level. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments:
Diagnostic Radiologic Technologist. Employees at this level are fully functional as an advanced DRT and carry out their assigned tasks independently. DRTs at this level may have varying assignments including special and complex imaging procedures beyond the full performance level, clinical instruction, and basic QM type duties within the program. Regardless of the nature of the specific assignment, the work must be of sufficient scope and complexity to meet the knowledge, skills, and abilities to perform at this level. The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk ( ):
i. Ability to balance the needs of patients and staff while still performing complex scans and procedures. ii. Knowledge of techniques for gathering relevant information from the medical record, significant others, and health care providers. iii. Ability to assess factors that may contraindicate the procedure. iv. Knowledge of basic first aid and basic life support practices related to radiography. v. Knowledge of physical assessment, aseptic techniques, intravenous methods and techniques and universal precautions. vi. Knowledge of pre-procedural, procedural, and post-procedural care of patients. The work is primarily sedentary, but does require walking between workstations within the Imaging Service. There may be extended periods of time using and sitting in front of computers; bending and kneeling may be required as well as extended periods of time when there will be work in a cold computer room. Duties may require lifting and carrying computer equipment (approximately 45 lbs.) such as monitors, Computer Processing Units (CPUs) and Unix Processing System (UPS) products.
