Public Affairs Specialist

Serves as a Public Affairs Specialist with working knowledge of public affairs tactics, techniques and procedures in the Public Affairs Office with responsibility for the health care system's communications both internally and externally in conjunction with the Chief of Public Affairs and Visual Communications. This position is to increase internal and external awareness of VA programs, services, special events and projects, technologies, personnel, and research accomplishments. Establishes and maintains proactive contacts with media outlets, legislative offices, veteran service organizations, and health care affiliates. Performs duties related to the internal communications for staff including, all employee announcements, bulletin board management, and other informational sources. The incumbent manages production of FVACHCS's internal and external communications. Writes, reviews, and edits articles, speeches, video scripts, publications, web sites, informational brochures, fact sheets and other publications. Plans and executes special events, coordinates high profile visits, and supports outreach to veterans not enrolled in the VA health care system. Performs other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
web page design, laws, and regulations governing public Web sites; developing written materials (decision papers and read-ahead documents to help leadership determine best course of action regarding internal communications and social media platforms, talking points, analyzing news coverage, fact sheets, memoranda, briefings, news releases, feature stories, speeches, information papers, brochures, renditions of drawings and graphics to web-based format, holiday messages, etc.) that effectively transmit information about complex programs, initiatives, activities and functions to leaders and internal audiences. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Applicants may also combine education and experience to qualify at this level. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Work regularly involves extended periods of walking, standing, bending, and stooping to execute logistics or special events or to interview and accompany media crews or other special groups as needed in conjunction with the Chief of Public Affairs and Visual Communications or in their absence. Incumbent is also required to regularly pick up loads of 15 pounds such as boxes of newspapers and other literature and to push carts of supplies. The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings or commercial vehicles such as planes, trains, buses or automobiles. The work area is adequately lighted, heated and ventilated. However, work does occasionally require incumbent to be outdoors, as for special events, escort for media crews, or crisis communications. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
