Contributes to the establishment of policy and programs for the entire joint venture health care delivery system. Develops and writes guidance on techniques for management and methods improvements for resource sharing. Performs in-depth analyses of current and projected health care needs, demographic trends in medical care, and innovations regarding new healthcare concepts. Assesses the ability of the respective organizations to meet those needs in a cost-efficient manner. Provides direction, coordination, advice, and assistance to clinical and administrative staff to achieve an integrated program. Prepares the narrative summary, business case analysis and return on investment in support of Joint Incentive Fund proposals. Prepares the formal decision papers supporting the recommendation to approve and implement proposed agreement(s). Completes quarterly Interim Progress Reviews. Prepares formal and informal memoranda, briefings, etc. Develop written planning documents, prepare and deliver presentations to multiple groups, conduct sophisticated analyses. Serves as focal point for joint integration and in-processing to include:
station access, LAN accounts (VA), VA CAC Cards, VA ADPAC, VA/WAMC credentials and privileges coordination. Assists in writing joint venture specific position descriptions and functional statements. Coordinates with Service Chiefs and Human Resources for job announcement posting and candidate interviews specific to Joint Ventures. Other duties as assigned. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
responsible analytical or administrative, or clinical experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
