Program Administration - 100% Incumbent works under the general supervision of the Chief, HAS. Incumbent is seen as a primary resource for monitoring projects related to Consults, Access, VSSC, Scheduling, Insurance Scanning, HAS contracts, including transcription and preparation of in-depth research related to problems in the above areas. Incumbent identifies areas of concern independently, as a result of thorough analyses, and presents these to management with recommendations for resolution. Decisions on data source, methodology of data collection, techniques of analysis, display of findings, conclusions, recommendations, are generally left to the discretion of the incumbent. Develops and monitors consults within the Computerized Patient Record System (CPRS). The incumbent reviews and monitors the consult process to ensure that VA resources are utilized to the greatest extent possible. This requires an advanced knowledge of patient scheduling, medical terminology and primary and specialty care services within the Veterans Integrated Service Network (VISN) and the Department of Veterans Affairs (VA) as a whole. Monitors patient scheduling, identifying barriers and trends due to inappropriate or under utilization of provider appointments; in efforts to prevent patients from obtaining untimely medical care appointments. Monitors and trends phone system, particularly number of calls answered, length of calls, number of dropped calls, and productivity of staff answering calls. Trends data and provides analytical reports based on trended data. Monitors Fee services for timeliness of the authorizations and payments of claims to ensure outside providers are paid timely, patients are seen promptly, and no interest penalties are incurred by the Medical Center. Reviews the accuracy and adequacy of current financial, costing, and managerial reports. Is responsible for quality assurance of all statistical reports and related data as applicable to higher level management. Reports progress of the Fee Basis unit and individual contracts to the Chief, HAS. Develops special projects and reports, which encompass areas related to identifying potential and/or immediate cost savings for the Medical Center; in terms of budget analysis for projecting, forecasting, staffing, contracting, and provider relations and operational needs are concerned. Incumbent exercises resourcefulness and good judgment in recommending solutions to concerns/problems identified by special projects and studies. Assists in the development of improved automated and computerized managerial reports and reporting techniques. This can involve single or multiple variables, and may be related to areas of physician productivity, historical performance reviews, improving workflow procedures, etc. Covers ADPAC functions in the absence of the service ADPAC. Position is required to create and produce computerized reports to support functions of the service and the needs of the facility. Incumbent may participate with a variety of Medical Center committees, acting as a resource to services outside of HAS who may benefit from the data that incumbent is able to provide. Incumbent serves at the Contracting Officers Technical Representative (COTR) for contracts associated with the HAS program and is responsible for providing workload statistics, guidance and information on the use and status of HAS funds. The duty of the Contracting Officer Representative (COR) is to ensure that the government receives all that it has bargained for. A COR must be appointed for Architecture and Engineer, construction, hazmat contracts exceeding $25,000, all healthcare contracts for services, and multi-year service contracts. The Contracting Officer (CO) must delegate authority to the COR through an official delegation of authority letter which outlines the responsibilities and duties of the COR. The CO must conduct quarterly meetings with the COR to review mandatory reporting requirements, conduct Fiscal audits, review potential adjustments and funding justifications. Experience:
In applying for the GS-11 grade level, posses one year of specialized experience equivalent to the next lower level (GS-9) in Federal service to qualify for the Supervisory Medical Administrative Specialist. Specialized experience would be experience that provides the particular knowledge, skills, and abilities to successfully perform the duties of the position and which is typically related to the work of the position to be filled. Specialized experience may include:
assisting in the management of interdisciplinary teams and programs, delivering customer service (internal and external) and patient focused interests within the VA Medical Center; ensuring that the program meets its goals through direct collaboration with clinicians from primary, specialty, and ancillary care services; and with administrative program to develop strategic plans, forecast requirements for long range planning and model development; and exercising initiative, considerable judgment and independence of actions in accomplishing responsibilities. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
