Civilian Pay Technician

Primary Duties and Responsibilities Process a full range of payroll actions in an automated system for employees under different personnel systems. Works in three retirement systems, Civil Service Retirement System, Federal Employee Retirement System and CSRS offset. Prepares training materials and training new timekeepers appointed within 30 days of appointment. Audits and researches transactions received from Human Resources Management Service for determining the impact to employee records. Responsible for researching individual leave records and preparing SF 1150's for employees transferring to other government agencies or separating. Researches and resolves on-line rejects prior to Financial Service Center transmittal deadlines. Examines written and verbal inquires from employees and supervisors concerning pay and leave issues. Prepares complex forms for employees, many of which have specific deadlines. Ensures that employees records are received in a timely manner to meet the Financial Services Center transmittal deadline. Handles and codes changes to employees Master Record including Federal taxes, health insurance, uniform allowances and annual and sick leave balances. Reviewing time and attendance records of a diversified workforce covering a variety of different types of appointments and employment situations under various pay systems. Reviewing time and attendance records to process retroactive pay entitlements for weekend premium. Training unit timekeepers, alternates and supervisors. Preparing all required payroll reports and assuring that submission is on a timely basis. Reviewing personnel documents for proper application of pay, regulations and consistency. Reviewing authorization documents and coding appropriate data for input into integrated system to properly update employees' master records. Responding to written and verbal inquiries from employees and supervisors with accuracy concerning all aspects of pay and leave. Interacting with the Control Point Activity to assure that all input documents are submitted and transmittal deadlines are met. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience performing a full range of payroll duties (e.g., processing pay, leave, and benefit requests; assisting in providing responses for all court cases; resolving time, leave, and benefit issues; processing various payroll related reports; reviewing a variety of personnel and payroll records and documents; providing information regarding payroll policies and procedures; and utilizing various computer systems and software manually and via an automated system. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
