The Chief of Environmental Management Service (Hospital Housekeeping Officer) is a responsible partner of the executive management staff sharing in a full and joint management relationship with other staff officials. The incumbent is responsible for integrating short, intermediate, and long-range planning that meet the changing dynamics of a highly active, affiliated medical center complex. The preponderance of responsibilities and duties in this position are managerial leadership. Technical expertise is required. Must exercise broad managerial knowledge and technical expertise within the various disciplines of the Service. This knowledge and experience provides the basis for sound leadership and managerial practices. He/she must seek solutions to existing and possible future challenges, identifies long and short range goals, and formulates proposals for top management consideration. The Chief of EMS plans and initiates improvement actions on a progressive basis. He/she serves as the advisor and consultant to top management and is responsible for implementing and maintaining a sound environmental sanitation program, an effectual interior design plan, a cost efficient laundry, linen, uniform and clothing operation, an effective waste management, integrated pest management, and recycling programs. An effective and efficient EMS program must fully coordinate their activities with every organizational element in the Medical Center. Because of the incumbent's direct involvement in medical center environment his/her judgment and point of view are solicited on a wide area of concerns regarding medical center issues and challenges. In this respect, he/she is able to influence decisions and actions beyond the scope of his/her normal program areas, which involve total medical center plans and policies. In addition to staff support to top management in the broad areas of Environmental Management he/she serves on VISN and National Task Forces and Committees. He/she formulates program policy, plans, organizes, directs, staffs, budgets, and coordinates a comprehensive EMS program for this complex, expanding, affiliated, and active health enterprise. The Chief of EMS serves as a full staff official to the Associate Medical Center Director and Medical Center Director of this very large healthcare facility with 52 buildings which are located on campus. Additionally, there are another 15 sites of care and services off campus that the incumbent must maintain control over, in the arena of sanitation, waste removal, hazardous material management, interior design services, and regulatory oversight. This individual has responsibility for making decisions and actions that have substantial impact on program objectives, goals, funding, scheduling, organizational structure and allocation of resources. The incumbent is responsible for the comprehensive planning, direction, and coordination of the full EMS operation, as well as the evaluation of the Medical Centers Environmental Management Service programs and functions. The scope, variety and quality of assigned functions minimally encompass all activities listed in VA Manual M-1, Part VII. EMS Programs must be viable, yet flexible enough to divert resources when the priorities of the medical center change. The incumbent analyzes the broad implications of higher levels of authority, laws, regulations, policies, as well as managerial, administrative and technical trends. Local EMS policies further expand management considerations involving general administration practices, budgeting, utilization of manpower and other resources. It also requires involvement in community affairs for improving the public image of the Department of Veterans Affairs and this medical center and its related satellite clinics. Incumbent may serve as Acting Associate Director for Operations in that person's absence. Position requires travel to the offsite clinics and other visits to end users. Incumbent will be driving a motor vehicle when visiting sites up to a maximum of 120 miles, one way. Performs other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
