Program Applications Specialist

Major duties include but not limited to:
Provide guidance and website direction for Fayetteville, Salisbury, and Asheville's internet and intranet, and is responsible for technical planning, writing, edits, content coordination and management, design, development, testing, implementation, and updates. Create webpages that enable potential users to access information contained on the web pages and ensure websites comply with the Americans with Disabilities Act, VA mandates, and other related requirements. Utilize advanced HTML 5, CSS 3 and Java scripting to implement advanced web features such as responsive layouts, embedded multimedia, photo galleries, rotating banner images, web-based forms and other dynamic/automated content. Reviews and interprets website analytics/social media metrics to determine information management requirements to enhance user experience. Researches and evaluates new and emerging methods for web product development and assesses the costs, benefits and adaptability against organizational requirements. Reviews, tests, and implements new sites and subsites on the organization's SharePoint site collection. Provides basic graphic design support and assists in modifying print and generating web-based content that is compliant with the Americans with Disabilities Act. Provides support and training for development of LEAF forms, workflows and source code for individualized services. Performs other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
maintaining web pages; troubleshooting website problems and developing backup and recovery procedures; and knowledge of various software applications needed for web page creation. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
